POLAND - MARKET REVIEW

Poland has the second largest economy in Central & Eastern Europe, although in per capita terms it is around average. Poland was the only EU country that did not see its economy contract in 2009 as a result of the economic crises. This was due to a fairly low dependency on loans, high consumer spending and the fact that exports account for only 30% of GDP. Poland is also the largest beneficiary of EU funds among the 27 member states, receiving around 20% of the EU's total financial support under the cohesion policy. The large population of 38.1 million keeps the demand for pharmaceuticals high. However, the overall population size is slowly decreasing whilst the population aged 65 years and over is rising. This age group is expected to represent 15.4% of the total by 2015, up from 13.0% in 2010, placing increased pressure on the health system.

Debate continues over the adequacy of reimbursement and data exclusivity provisions. PhRMA has taken issue with Poland’s failure to fully implement EU legislation regarding data exclusivity. Poland extended its data exclusivity period to six years when it joined the EU; the standard EU ten-year term only applies to drugs registered through the European procedures. In addition, the procedure relating to the reimbursement of drugs is unclear and manufacturers often argue with the MoH over the criteria used for deciding whether or not a drug should be included on the refund list. It is claimed that individual reviews of applications rarely take place and the results are rarely communicated back to the producer. Time scales are also barely adhered to. Decisions should be made within 180 days, but they usually take over a year. Poland is yet to implement the transparency directive 89/105/EEC, which identifies time frames and general rules for pricing and reimbursement decisions.

In 2004, the European Generic Medicines Association estimated that generics represented 65.2% of the market in terms of value and 86.5% in terms of volume. Domestic manufacturers choose to produce generics as there is a shortage of funding for R&D. Also, cheap locally-produced generics tend to be placed on the reimbursement list rather than branded drugs, in order to keep costs down. Whilst there are only two original Polish medicines currently on the market (Vratizolin and Davercin), research into innovative drugs is taking place, namely by the Pharmaceutical Research Institute in Warsaw and some local companies such as Adamed. The potential for R&D expansion in Poland is great, as scientists are well-educated and creative.

In 2010, the Polish market for pharmaceuticals is twice that of Hungary; in per capita terms, the market is similar to Croatia. Imports supply around 66% of the market in value terms. The Polish pharmaceutical market is predicted to expand at a CAGR of 7.2% in US dollar terms over the next few years, driven by a relatively strong economy, import growth and the ageing population. The demand is currently for modern, innovative drugs, which are seldom developed by local manufacturers as most domestic producers do not have the resources to fund research into new molecules. Until local investments in R&D grow, overseas manufacturers have the opportunity to cover the areas that are currently overlooked.
