In 2009, the Dutch economy contracted by 4.1%, according to figures from the Economist Intelligence Unit (EIU), and a slow recovery is forecast with real GDP growth of 0.5% in 2010, rising to 2.3% in 2015.
The country has a long history of providing accessible healthcare, although resources are comparatively low for a Western European country. The government has introduced a mandatory health insurance scheme, which commenced in January 2006. This replaced the previous two-tier system and provides basic health insurance cover for acute care services with a separate scheme for long term medical care. The new health insurance act has substantially increased price competition amongst insurers and healthcare providers, resulting in one of the most market-oriented healthcare systems in Europe.
The Dutch pharmaceutical market is characterised by comparatively low per capita spending and a heavy reliance on generics. Drug consumption is nonetheless rising steadily in response to the growing healthcare needs of the ageing population. Although cost containment remains a priority, the reforms to the healthcare system implemented in 2006 also emphasise the need for accessible, quality care and the market is generally receptive to innovative products, which are one of the main growth drivers.
Generics now account for more than half the market by volume. However, generic revenues contracted in 2008 as a result of a price war between suppliers in response to health insurers implementing a preferential supplier policy.
Whilst pharmaceutical production is fairly modest, the Netherlands has long had a reputation for providing a sound base for clinical research. This has been accomplished by a close working relationship between companies and universities. Research is undertaken for third parties in university centres, government and private institutions.
