Many multinationals use Belgium as an international distribution centre, meaning that import-export trade in pharmaceutical products far outweighs the value of the domestic market.
Belgium is an important base for pharmaceutical R&D and ranks second in Europe in terms of clinical trial activity. A campaign to promote Belgium as a land of investment for biopharmaceuticals has been launched by essenscia, an association representing the Belgian chemical and life science industries.
The drugs budget for 2009 was set at 3,869.9 million euros (US$5,410.1 million), 10.8% higher than in 2008. However, because the 2008 budget was exceeded, the 2009 allocation actually provided for an increase of around 3.2% over 2008 spending levels. Much of the extra funding was used to finance increased spending on innovative drugs, particularly cancer drugs, as part of the national cancer plan launched by federal Health Minister Laurette Onkelinx in 2008.
The generics market has been boosted by the loss of patent protection for high volume products such as omeprazole and simvastatin. However, moves to switch to a system of tendering for these molecules and other high volume off patent products, has called into question the future development of the generics industry.
Overall, the market is only showing modest growth as the move towards more costly innovative medicines is counterbalanced by downward pressure on prices for more mature products. Fears that Belgium’s pharmaceutical sector was starting to lose out competitively to other European countries has resulted in the setting up of a federal drugs agency, which officially started operations in 2007.
