Taiwan is one of the richest countries in the Asia Pacific region. It has a strong healthcare system and the universal health insurance ensures that all citizens have grown to expect a high level of care. That said, like a lot of public welfare systems, the healthcare system is being constrained by rising costs, and a rapidly growing elderly population is adding to this.
In January 2009, the USTR removed Taiwan from its Special 301 Watch List of countries, attributing the move to the country’s progress on protection and enforcement of intellectual property rights. It is a marked difference compared to when the USTR described the country as a “haven for pirates” in 2001, the year it was first placed on the list.
From 1st January 2010, ultimate responsibility for pharmaceutical regulation rests with the newly-created Food and Drug Administration (FDA). This newly-created agency streamlines four cabinet bureaus formerly under the control of the Department of Health (DOH). The FDA integrates the functions of the Bureau of Food Sanitation, the Bureau of Pharmaceutical Affairs, the National Laboratories of Foods and Drugs, and the National Bureau of Controlled Drugs and will have a staff of 505 people. The creation of this agency was accelerated following the importation of melamine-tainted dairy products from China in 2008.
Taiwan’s growing export-oriented API producers are focusing on more “high-end” products with higher profit margins in order to differentiate themselves from API producers in India and China. Compared to pharmaceutical products and Chinese herbal medicines, both categories which have seen production output decline, API production output has bucked the trend, mainly due to rising international orders.
In March 2009, it was announced that the Science and Technology Advisory Group (STAG) of the Executive Yuan (Taiwan’s cabinet) is to unveil a NT$60 billion (US$1.8 billion) biotech venture capital fund, with the aim of doubling the annual output of the country’s biotech industry to NT$300 billion (US$8.8 billion) in four years.
